Students and school employees deserve a safe learning environment. A culture of safety in schools is crucial for healthy academic and social development. Research shows that students’ perception of safety is directly related to their academic achievement. When students feel unsafe, mental health, attendance, tardiness rates, and academic performance can all suffer. School staff also need to feel safe to do what they do best—foster a great learning environment for students.

A critical element of creating a culture of safety is incorporating regular safety drills as part of a comprehensive school safety plan. What Safety Drills Do States Require?

A majority of states are beginning to mandate their districts to include safety drills as a part of their school safety plan. At least 45 states require schools to conduct safety or security drills according to state statutes or regulations. Other states may require drills through handbooks, guides, or other procedures. At least 17 states require local law enforcement agencies to be involved in conducting school safety drills.

Each state has its specific requirements for the types of safety drills that must be conducted. For example, Oregon requires schools to dedicate at least 30 minutes every month to conducting emergency drills. During that time, Oregon requires two earthquake drills and two safety threat drills.

For schools in the tsunami hazard zone, such as some districts on the coasts of California, Oregon, Washington, Alaska, and Hawaii, at least three drills on earthquakes and tsunamis must take place. Fire drills are also required. Compare those requirements to Virginia’s, which only maintains that schools must complete three fire drills, two lockdown drills, and one tornado drill annually.

They say practice makes perfect, which couldn’t be truer when testing your school safety plan with drills. Develop muscle memory. Mandating drills in your school safety plan allows staff and students to familiarize themselves with their roles and responsibilities in various crises. Within a simulated environment, staff can hone their critical skills, including student evacuation, life-saving interventions, and communication protocols. Post-drill evaluations allow school leaders to identify weaknesses, learn from mistakes, and adjust their school safety plan. Tips for Implementing Drills into a School Safety Plan

The best way to approach drill implementation is to have a set safety plan that is compliant with your state’s laws. Consider the makeup of your school’s physical security system—things like equipment and technology, site and building design features, school safety and security personnel, policies and procedures related to school safety and security training, exercises, and drills are all relevant factors.
